Whilst you may find some of these images distressing (referring to the firearms), you will understand that it is entirely consistent given that it is the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) which administers AVA and alcohol imports. Wine, firearms, tobacco, explosives - any of these might usefully be stored in such an enclosure.
The construction involves some woodworking knowledge and special tools but the end result is fairly impressive. It even has the prerequisite dropping book latch. Which book would you choose?
